Transfer Certificate (TC) : General Rule and Precautions


Introduction :

Transfer Certificate (TC) is an official document. TC is issued by educational institutions to students when they take admission from one school or college to another. This certificate is a very important document, as it verifies the attendance and performance of the student in the previous institute. Along with this, it is also necessary for admission in the new institute. Some rules related to obtaining and using TC are being given here. Which is important for both students and parents to know. Let’s know about these rules –

General rules and procedure for Transfer Certificate (TC):

Application process : To obtain TC, an application has to be submitted to the head of the institute (such as Principal or Dean). The application includes the name of the student, class, roll number and reason for transfer etc.

Reason for transfer: It is not necessary that you have a reason. If the parents want to send their child to study in another institute, then they can get a transfer certificate for their child. But still, here are some reasons, which are mainly for transfer. Such as – transfer of parents to another city, change in residence, transfer due to health reasons or subject not being available in the concerned institute.

Payment of outstanding amount: Before issuing TC, it is necessary to pay all the outstanding amount. This may include tuition fees, library fees and other fees. The institutes often get all the relevant comments on the TC application. After this, it is verified that there is no outstanding amount. Then the institute accepts the TC application.

Providing documents: Some documents will also have to be given to the institute along with TC, if it is pending with the institute, such as student’s report card, fee receipts and character certificate etc.

Total time: There is no time limit for issuing TC. But still TC is issued in 2 to 7 working days. It is necessary for you to apply on time, so that there is no delay in admission.

Verification process: As per the rules, verification is not required for changing institute in the same district. Whenever you transfer from one state to another. At that time, it is necessary to get it verified by the district level education department officer of the concerned district. Along with this, at the time of application for board exams, the TC of all the students who have studied elsewhere is certified by the head of the concerned institute.

TC fee: Some institutes may charge a fee for issuing TC. The fee varies from one institute to another. For example, the TC fee of all government schools in Rajasthan is Rs 5.

Precautions to be taken while preparing the transfer certificate:

Accuracy of information: Make sure that all the information given in the TC application is accurate and matches the official records. Any discrepancy may delay the TC process.

Keep copies: Always keep copies of TC for future.

Note : If your TC is lost, you can get a copy of TC issued by stamping it. In case of loss again, TC can be issued only three times. A copy of the police complaint also has to be attached to get a duplicate issued again. Original will be issued once and duplicate twice. Therefore, you should always keep a copy of TC with you.

  1. Apply on time: Apply for TC well in advance to avoid last minute hassles. Delay in getting TC may affect the admission process in the new institute.
  2. Keep TC safe: TC is an important document and should be kept safe. Losing the TC can cause problems as it can take time to issue a duplicate TC.
  3. Legal action: If the TC is lost, it can be misused, so you must file a police report.

TC (Transfer Certicate) Rules :-

1. Any student from the school can get the original transfer certificate (TC) only once as per rules. Therefore, the original transfer certificate issued from the portal can also be issued only once.

2. Offline TC is issued like any student for any reason. In that case the student will not be able to issue the original transfer certificate online.

3. Fill the shala darpan number only on the offline transfer certificate issued earlier.Fill the shala darpan number issued online on Shala Darpan portal must be made in the scholar register. Keep in mind that only the original transfer certificate is to be issued by the heads of the institution by signing only one of the offline / online transfer certificates.

4. TC is an important student document, which should be impeccable. While filling the student’s detailed description form (Form 9), the school mirror in-charge should take full care to reduce the possibility of any kind of error.

5. After all the information of all the students is complete, every class teacher must get the children ‘s date of birth, name, father’s name, mother’s name, SR number etc. checked, so that the chances of error are negligible.

6. If there is still an error in the school, correct all errors before issuing TC.

7. While issuing TC, match the draft TC with all entries in the SR register, so that errors can be corrected in time. Once the TC is issued, any modification in it will not be possible.

8. If there is still an error in the online TC issued as per the above points, due to any modification in the online TC not possible, the original online TC of such students will be retrieved and handwritten from the previous register of SR TC can be issued. On that handwritten TC, it will be necessary to mark the school mirror number of the previously released online TC.

9. If the TC of another student has been issued in place of one student on the erstwhile portal by the institution head, the TC of such student will not be canceled. In such a situation, the wrong TC-issued student re-enters the new SR no. (SR number) can be issued. In this, the student’s data can be obtained by entering TC number from the old SR number.

10. When a student from school passes in a class (except the last class of the school), it is naturally upgraded to the next class. In such a situation, the student’s TC will be released as per the new session.

11. As per point number-10, while issuing TC, option will be issued TC using name separately due to continuous absence. Due to which the attendance in the new session will be considered as zero and no fee will be payable to the student.

12. According to point number-10, if the school fees have been deposited by the student in the new semester. Then the TC can be issued showing him studying in the graded class and the student will have to show the attendance of the new session in the TC.

Application and fixed fee should be obtained from the parent / student before issuing transfer certificate. It is necessary to obtain a stamp of the prescribed amount before issuing another copy of the transfer certificate.
